Thanks for posting the link Jewels. :D
Do you happen to know where your organizer got her manitoba specific crash statistics from? I'd love to see a similar petition for AB, but don't have the verbiage to even get started. :o

I don't know, you could check out the MCSC website (where the petition is) but check the home page. You could also fill out the contact form and ask her, i'm sure she would help you as much as she is able to.

sorry to let you know, but I don't think online petitions are even allowed to be accepted, I got an e-mail recently, saying that.
from snopes.com
Just a word to the wise. E-mail petitions are NOT acceptable to Congress or any other municipality.
To be acceptable, petitions must have a signed signature and full address
so i know snopes is american, but i don't see why it'd be any different here

I hve recevied an email from the secretary saying that the letter will brought to the minister's attention for sure!
Here it is:

On behalf of the Honourable Ron Lemieux, Minister of Infrastructure and
Transportation, I would like to acknowledge receipt of your e-mail
transmission. Please be assured your inquiry will be brought to the
Minister's attention.

I think the reason that this Manitoba Car Seat Coalition - Manitoba Petition (http://www.carseatsafety.ca/manitoba_petition.php) will work is because the online version is not really a "petition". It is actually a letter that ends up getting e-mailed to the minister with your name and e-mail address in the return field.
They also have a real petition (http://www.carseatsafety.ca/Documents/Petition_Booster_Seat_Printable.pdf) available on-line, but it has to be printed and filled in IRL.
It is correct that an online petition that was just a list of supporter's names & e-mails on a web-site would likely have little effect.
