Lower LATCH anchors can not be retro-fit in vehicles only the top tether anchor?

Are there any manufacturers that will do it?

With the exception of the Volkswagen Passat and many Audi models since 1999, LATCH anchors cannot be retrofitted onto earlier model vehicles.
