I am not really clear on what this is exactly. Does anyone have a picture of what it looks like so I can get a visual?

You can twist the webbing that attaches the buckle to the vehicle frame up to 3 full twists (the fewer the better). You do it when you need to move the buckle out of the beltpath. It's useful if you can't get a tight install because the buckle is pushing against the hard plastic of the shell.

You'll want to check with your vehicle owner's manual to make sure it's okay. Most won't say anything about it, but you'll want to make sure it doesn't specifically mention not to do it.
