My girlfriend has a Comfort Sport in her Chevy Uplander in the 3rd row. There is no LATCH back there so she used the seatbelt with the H clip. Today the carseat literally fell sideways when she turned the corner (with a 3 year old in it). I check it and the H clip was right so what went wrong?
Also can she top tether it if she is using the seat belt?

Well, the locking clip(H clip) only works if the seatbelt is super tight to begin with.. And if the seatbelt is super tight, the car seat won't fall over like that..
Is the seat rear-facing or forward-facing? If it is rear-facing, then no, she cannot use the top tether. If the seat is forward-facing, then yes, she can use the top tether.

It is forward facing. I checked it after the fact so I don't know how tight the seat belt was. She puts it in all the time so I can't imagine her not doing it right this one time.

Well, you are right that the entire seat falling over is a major concern! Your poor friend must have been frantic!
Unfortunately, there's no way to really tell what went wrong without actually seeing the seat and how it was installed. There are many different things that could have caused it. Could you have her re-install it the way she usually does and take pictures? Better yet, has the seat ever been checked by a certified tech, or could you find one locally?
Yes, the seat can be tethered FF with a seat belt install, but that shouldn't be used to fix the problem of the seat falling over. The seat needs to be installed correctly, with less than one inch of movement at the belt path, before the tether is attached and tightened.

I check the seat everytime I use it for my dd (every few weeks) and she always has it installed correctly. I reinstalled it tonight and it was super tight. I just wonder if there was some sort of seatbelt malfunction.

sounds like she forgot to lock the seatbelt.

But she was using an H-clip, which I assume is a locking clip...
Maybe the seatbelt just wasn't tight enough this time.

If the seatbelt wasn't tight enough to begin with, the locking clip isn't going to be much help. Besides which, she didn't need a locking clip. Her seatbelts lock on their own.

The seat might have gotten unbuckled by accident?
I would still like to triple-check the installation, though. The fact that she is using the locking (H) clip when it's not necessary (because her seat belts can be locked without it) indicates that there is at least some confusion in that regard.
