Well I read this and just about fainted. I don't even know where to start except for the fact that we know that children need at least a booster for longer then the author thinks so.
So I think that we need some links for information on why boosters are safer for kids and a few of our opinions posted for the author.

4 years and 40 lbs is the bare minimum anyone should consider moving a child into a high-back booster. No back boosters are best kept for the child who has outgrown a high-back booster.
A child smaller than 4' 9" is not going to fit a seatbelt properly, and will be in danger in an accident.

You can use my booster article if you think it will help, but from the tone of the article that is unlikely at best.

He is probably glad that the Texas bill never passed the House so it never became law.
Texas is one of the worst when it comes to child seat belt laws. A child only has to be 36" or 5 years old (whichever comes first) before they are allowed to ride in a regular seatbelt. Most 2 year olds are 36 inches.
I really doubt anything you send him will change his mind. I would do it anyway, but it doesn't sound like he is someone to change his way of thinking.
