tether anchor installed in wrong place?

I had the tether anchor installed in my 1998 Regal. I was disappointed when I got the car back to find that the anchor was installed halfway in between the center seat and the passenger side seat. I expected it to be put right behind the center seat because there are speakers right behind the other two, and the center is where I put the carseat. Is this anchor even any good for me if it's not right behind where my car seat will be?

Coincidentally, I posted a query with a very similar theme on the "CAR SEATS" forum concerning the fitting of a center tether to a 95 Ford Taurus. The "center" tether hole is not at the center so, if I fitted the tether, I would have the same problem as with your car.
