Hello!
I own a 99 explorer and this SUV doesn't have a tether. I was told I could get it directly from ford. I called them and they can't find this part. Were else could I get this, what is the part number?

According to the LATCH manual (page 182):
Center & Outboard part numbers are the same--F17Z 78613D74-A. The kit includes "8mm bolt, plate, weld nut bracket, tube of thread lock." There are three "drill dimples" in the floor. "Remove rear floor scuff plate, fold back carpet, and lift filler panel to expose drill dimples. Lower spare tire before drilling."
Also according to the LATCH manual (page 171), "Tether anchor hardware can be obtained free of charge from any Ford dealer," and, "For 1989 and later models, Ford will pay their dealers to install tether anchors (Program R7C)." Most Ford dealers already know about this program, but you may have to tell them to look it up.
