I am deciding between the protect a bub rain cover (http://protect-a-bubusa.com/doublestrollerraintan.html)for my double jogger or get my boys rain coats.

Their jackets are water repellent but not waterproof. I would be strolling them to and from DS1's kindergarten everyday during raining season as thats also the time DH has to be at work before 8am. My jacket is water repellent and got soaked at a recent heavy downpour.
I look at kids rain coats that are water proof and its not cheap either. so either way I am not going to be saving any $$$.

ETA: I can't drive as we have no parking lot for a 2nd car unless we rent a spare lot from a neighbor.

I would definitely get the rain cover for the strollers. Mine work great and that will protect your stroller as well.

definately rain cover assuming you are strolling them either way. Rain coats will not do squat if you are caught in a downpour as the stroller will get soaked, as will they from sitting on saturated seats.
